On March 31, 2016, Governor Andrew Cuomo signed into law the country’s most comprehensive paid family leave program and a gradual increase to a $15 minimum wage.

Paid Family Leave Benefits
Beginning in 2018, full time and part time employees of any size employer will become eligible for partially paid leave to care for a newborn or a family member. Funding will come from employee payroll deductions, no employer contributions are planned at this time. The amount of leave and payment benefits will phase in over time.

Minimum Wage Increase

Minimum wage will increase in tiered increments from $9.00 to $15.00, but at different rates depending on where the employee works.

  • Employers with 11 or more employees in New York City: $11 per hour as of December 31, 2016, $2 increases each year until 2018.
  • Employers in Nassau, Suffolk, and Westchester: $10 per hour as of December 31, 2016, with $1 increases each year until 2021.
  • Employers north of Westchester: $9.70 per hour as of December 31, 2016, with increases until a $12.50 per hour minimum wage is reached in 2020. The minimum wage in these locations will not rise to $15 until a study is conducted by the state and a new indexed schedule is set.
